The following, which was advanced to third reading from the May 11,            
1998 First Supplemental calendar (page 3826), was read the third time:         
                                                                               
HOUSE CS FOR CS FOR SENATE BILL NO. 105(FIN) am H                             
"An Act relating to legislative and executive branch ethics; relating         
to campaign finances for candidates for state or municipal office;             
relating to the conduct and regulation of lobbyists with respect to            
public officials; relating to the filing of disclosures by certain state       
employees and officials; making a conforming amendment to the                  
definition of 'public official' for employment security statutes; and          
providing for an effective date."                                              
                                                                               
Representative Brice moved and asked unanimous consent that he be              
allowed to abstain from voting due to a conflict of interest.  Objection       
was heard, and Representative Brice was required to vote.                      
                                                                               
Representative Elton moved and asked unanimous consent that HCS                
CSSB 105(FIN) am H be returned to second reading for the specific              
purpose of considering Amendment No. 8.  There being no objection,             
it was so ordered.

Insert a new bill section to read:                                             
                                                                               
"*Sec. 13.  AS 24.45.121 is amended by adding a new subsection to            
read:                                                                          
	(d) A lobbyist or a business in which a lobbyist has a controlling            
interest may not enter into a contract to provide goods or services to         
a campaign committee of a candidate for governor, lieutenant                   
governor, or the legislature or to a political party as defined in AS          
15.13.400 if the lobbyist has registered or is required to register as a       
lobbyist under AS 24.45.041 during the calendar year.  This subsection         
does not                                                                       
		(1) apply to a volunteer lobbyist described in AS                            
24.45.161(a)(1) or a person who is a representational lobbyist under           
regulations of the commission; or                                              
		(2) prohibit a lobbyist from making personal contributions to                
a candidate as authorized by AS 15.13 or personally advocating on              
behalf of a candidate."
